12(2) The department shall establish and administer a state waterfront
13development program to assist municipalities in coordinating, planning, managing,

1(b) Coordinate state programs for grants that are available to municipalities
2for waterfront development, including transportation enhancement activities

(d) With assistance from the council on waterfront development programs and
7from interested individuals and organizations, develop a plan describing the
